1) Yes, although it would be easier to install to the HDD, then change copy/paste the modded file from a flash drive.
2) You would sign it normally. Although, you might want to find another KV to flash to your NAND.

oh so id put the modded file of mw2 on a separate flash drive? and mw2 would still run?

You would install the game to your hard drive and then replace the file that you modded.
