dev kits aren't FOR xbox 360s, they're special xbox 360 units entirely. A dev-kit will run you around 800-1000, if you are willing to pay that much for one, I can hook you up with someone that is selling one.

I dont get how someone can get their hands on a dev kit. Do they sneak into developer's offices and steal it or something?

No, someone in a developer studio can simply order them, clear them of all data that would lead back to them, then sell it on the black market.
