You need the latest title update to play the content... I have said that numerous times already.

Here is a image of my save featuring the dlc

That just shows it does work, and leads me to believe your doing something wrong.

I can get everything except torgues to work, I have the latest TU as I am connected to live.

I already said the developers haven't fixed the issue with torgues dlc. We will have to wait for them to fix it, or for someone to rip the second version of the add-on pack.

If you are connected to xbox live and download the title update when you start the game then you have the latest title update...

Back when she was first released I had an issue with Gaige The Mechromancer, the game just didn't register the add-on was present. I downloaded the 1st Compatibility pack (The same one offered by killseth that weighs in at 190mb) but it still didn't offer her as a new character. This was only resolved (for some reason) by deleting the Collectors Edition Add-on.

Some trial and error led me to the solution. So save a character for each of the four default vault hunters to redeem the extra heads and skins for them and then delete Collectors Edition from your HDD. THEN transfer Gaige and the updates to your HDD.

As far as I could tell the Creature Slaughter Dome and Premiere Club add-ons had no adverse effect. I would recommend trying that if anyone is having bother getting Gaige to work.

Just remember to make a character for each class and play as them until the game gives you a message thanking you for getting this edition and gives you the head and skin in your inventory. Then just click on them to unlock them and save and quit. This should unlock the skins to your profile rather than the individual character file so if you want it should be fine to delete the characters if you have no interest in that class. Of course if you have no interest in that class why bother unlocking their bonus customisation?

ALSO:
From the Main Menu just press "Y" to "Select Character" and if it's worked Gaige should be there as the option:

Create New MECHROMANCER.

It's less frustrating than watching the Marcus intro over and over trying to resolve it :P

If it still didn't work . . . let me know here. I'll try to help . . .

Also it seems Gearbox still need to resolve the issue with Torgue cause I've tried every combination of add-ons and dlc, but Pirate's Booty should work. Maybe the Level Cap increase which I assume is a hotfix or possibly a 3rd Compatibility Pack due on April 2nd will resolve this! :)

Your computer has nothing to do with the xbox. If you haven't already, download the compatibly pack that's included in my borderlands 2 folder and see if that makes a difference.
